This year the Russian Federal State Statistics Service will measure the quality of life of older people by 22 new indicators. For the first time these indicators will also be used by the government agency to calculate the active life expectancy index. The methodology for calculating the active life expectancy index will be approved and tested by the 31st of October 2019.
The methodology is based on the guidelines for measuring the Active Ageing Index issued by the United Nations Economic Commission for Europe (UNECE) in 2018.
The Russian Federal State Statistics Service has identified four groups of indicators that will be used in the calculations. The first group concerns the level of employment, the second group is about social activity, and the third group concerns health and material well-being indicators. The fourth group includes indicators that define meaningful opportunities and conditions for active and healthy longevity, including two indicators of life expectancy.
According to the experts, the calculation of the index in Russia will allow to see its dynamics in the future, to make comparisons between regions and other countries with similar socio-economic level of development.
